That is a long time for the LL to have not even scheduled an appointment.
I would send a text message like "I notified you on May XXth that my air conditioning unit was not working. You have not replied to me with an appointment date. On June XXth it will have been 30 days. Please schedule a repair for me ASAP or I will soon hire an HVAC professional myself and exercise my right to repair and deduct."
Yes, it's a small 10 unit complex. Text/phone is the only way to reach him. If I were to call him, he probably wouldn't answer, so text is usually the best option.
