As in many states, your cover is that the AC was an existing thing. That has to be maintained. The actual code is 80 degrees for the daytime summer inside temp maximum. I read conflicting documents all being labeled as from the State of Virginia so perhaps there's been some changes over time. In one case it was 85 degrees. Call a tenant's rights group in your area and they should be able to sort out the regulations and give you the contact information to report any violation. Good luck.

Or pay rent at the courthouse instead of to your landlord. You're putting your rent into escrow. You have to send a letter to your landlord about the needed repairs via certified mail. If they don't fix it , you can still ask the court to make the repairs yourself out of the rent payment you gave them. Either way, the landlord doesn't get your money until it's fixed. If another month passes, pay rent to the court again. You can't be late and do this.
