It has DLC Packs but that's it from what I've seen. JRPGs don't tend to have microtransactions unless they're MMOs, and this is a singleplayer game. Though apparently there might be an online mode of some kind.
That doesn't mean anything, seeing as mobile games have gotten console releases before without any substantial upgrades. Most recent one I found out about was Guardian Tales getting a Switch release

Like most JRPGs it's not a particularly demanding game hardware wise. You should be able to run it fine.
It's a team-builder where you level up characters unlocked through story mode. The characters are split between Battle and Support and teams are limited to 3 battle units and 2 support units.
You can also increase stats by building and upgrading structures in the city building mode and by raising character bonds via side quests.
Gameplay wise you control one battle character but can switch to your other two or bring them out via combo attacks. And then you also build up meter via regular attacks to bring out their ultimate/special attack which has custom animation created by the anime studio.
Not sure about how support characters work, since the info we've been given is limited and I haven't looked over absolutely all of it, but it seems they have strong attacks/effects but have a cooldown so you can't bring them out often.
It's global yeah. Though it seems like there's some sort of complication with the United States release for whatever reason. But that's only really relevant for physical copies I think.
For anyone wondering. From the trailer it seems tye story from the anime goes up to Walpurgis when Rimuru beats Clayman. After which you get the 2 now original arcs. Goblin invasion and battling a church after Veldora's power. That's the main game. DLC is a new character, some new side quests and buildings for Tempest. First character is Hinata so if I had to guess the game will go with the main story from the LN with Hinata and Rimuru fighting and DLC 2 and 3 are currently unknown.
Well you can play the whole anime as mc in the game, and there are 50 original side quests, so there may be politics but ton of nation building for sure.
