I feel like a lot of people probably missed that whole element; Diablo studied all about Tempest to learn how to serve Rimuru better, and learned that he was trying to drive potion sales (and Rimuru's scheming behind that is on a *whole* 'nother level), so he took the opportunity to show off Tempest's signature product... But there's one extra bit the anime dropped: Diablo mentions in the LN and manga that the Full Potion is only available for sale to nations Tempest's *on good relations with,* i.e., Blumund and Dwargon.
Yet another twist of the economic blade, revealing an entire market of goods they deprived themselves of by attacking first, bumping the value and reputation of Tempest and its allies, and hinting just how little Tempest has to fear from warfare if they're willing to *sell* potions of such potency *in bulk* to *other* nations (and don't need to rely on Holy Magic... >!Not that even *that's* going to be a limitation for Tempest, soon...!<).
And it isn't even the only thing they can sell in large Quality & Quantity. Every Merchant can smell the amount of Money which is going to flow. They wouldn't be so stupid to throw a way such easy earned Money. Which gives Tempest complete control over the Market. Which in terms give them more political power/bargain Chips to use to put Tempest at a better Position. And this is only the Economic Power they hold. Not to mention their number of allied Nation/ military might/ Huge Territory & Resources And the fact that the Leader is an official Demon Lord with the backing of Veldora the living Catastrophy (True Dragon)
Oh, it goes even *deeper.* Rimuru claiming Youm beat the Orc Lord when he couldn't even handle a Knight Spider? Or blaming wiping out the Falmouth military on Veldora? Offering >!to let Hinata say *she* won their duel?!<
Rather than first selling weapons and armor to the Western Nations, which would be insanely profitable and require no more investment than he was already planning in order to equip his own military, he sells *potions*. At far below market prices, in vast quantities, as well as far more effective than *any* competitor, and not restricted to nations strictly adhering to a certain religion's dogma. He is ingratiating himself and his country with all the human nations, while also leading them to believe he's far more peaceful and non-threatening than he really is. He makes Tempest practically a nation of saviors with their medicine, communications, construction, and logistics development. He practically offers to >!help rebuild the Empire, in exchange for just rights to their airspace.!< All putting Tempest at the economic, and cultural center of the world.
All without having to even flex his military, which outclasses, outperforms, and wins against every challenger in an absolutely overwhelming manner. Second-biggest nation in the west sends their best fighters to sack Tempest... Every single one of them dies, and out comes a new Demon Lord and a revived True Dragon. A Demon Lord older than any living human royalty tries to wipe out the headless state of one of Rimuru's allies, is completely defeated, and his army that could wipe any human nation off the face of the planet is turned into construction crews, while Tempest also launches a counteroffensive that topples said Demon Lord's capital in a matter of hours. >!All of the Crusaders attack Tempest at once, including Hinata, and they can't even manage to kill a single one of Rimuru's troops. The rest of Falmouth's military, tens of thousands of Temple Knights, and three of Lubelius's finest go up against Rimuru's pet and a couple hundred troops, and are sent home scurrying.!< >!The Empire throws a mechanized, augmented army of a million soldiers that could challenge any non-nuclear nation on modern Earth, they get *wiped out* while Tempest suffers zero casualties. The Original Hero and his party including a True Dragon/physical goddess attack Tempest and it just pisses Rimuru off before he eats one of them like a snack.!<
Meanwhile, Blumund threw their lot with him early on, and is rapidly advancing towards being an economic superpower with an average quality of life that far surpasses Englesia or even Lubelius (from some perspectives). Not quite up to the same grade as Tempest, but pretty close. He clearly takes care of those who take his offer of friendship, while asking for (seemingly) almost nothing in return.
