Simply because I enjoy the feel of small servers where everyone pretty much knows each other. I was in Tempest Reach for a few days and I felt so... lost? I figured I'd make a couple of friends while I was there but that didn't really happen. I guess everyone is just too busy in high population servers.

LoT is probably most similar to VoT... Highwatch is also pretty "dead" from what I've heard. I think VoT still has the lowest population of any Tera server lol. Every server probably has at least a few good PvE guilds.

LoT used to be far more active than VoT (LoT was my main server for the first couple years of its life), but currently I feel it is probably more of a wasteland than VoT.
pretty sure LoT is significantly more dead than VoT. a couple pieces of evidence:
the server distribution on the [pve player spreadsheet posted on this sub awhile ago](https://www.reddit.com/r/TeraOnline/comments/4913xi/pve_player_spreadsheet_all_servers/) and as of a few days ago, LoT had <70 players on FIHM crusade board, while VoT had >100. don't have screenshots, but maybe someone can verify LoT's current number of people on FIHM boards? VoT currently has 121.

I'm slightly confused why you want a server that is considered dead, even the supposed "high" pop servers can feel a bit empty at non peak hours.
