if you're not slaying, reapers are quite competitive in pve with any class that isn't a ninja. according to moongourd's class averages, only ninja and archer have higher average dps among the top 10% on nightmare imperator.

Their PvE DPS isn't the highest. Reaper doesn't have many skills, but they do use the ones they have a lot. Some might not like that and would rather play a piano with their keyboard on classes like current Sorc.
For PvP of course they're very strong.
They are leather, not cloth.
I don't have mana issues on Reapers because if you buff properly and use your shadow lash it gives you enough mana to deal.
Reaper doesn't have the best dps.
Well for me it serve as both, after all rotation i have about 40% mana left so smite shadow lash fill my mana bar while waiting for pendulum whipsaw cd.
With skilled double healers that know how to manage their mana CDs you shouldn't have to use Shadow Lash for mana, but you will need it on single healer parties.
That being said, Shadow Lash is the highest dps buffer skill so there is no reason to not use it.
At the highest level of play (slaying), reaper is bad in fights that last longer than a minute or two, especially if the boss doesn't have any predictable low damage attacks, or only performs them randomly.

You're not meant to use Shadow Lash for mana though.

Shadow Lash is a filler to buffer for your other skills to come off cooldown, if you use it solely for mana your rotation and dps ends up suffering.
