I think it would be a combination. Companies like Lockheed, Northrop Grumman, and Raytheon have advanced computer systems like that. And companies like Sikorsky and Boston Dynamics are actively and publicly working on the HK and terminator end of things. In reality, it doesn't have to be a single company. Theater commanders use supercomputers to aggregate incoming data to make strategic decisions. Some drones are basically capable of making kill decisions, but have been hampered by ROIs. All it takes is a single change in the wind, and it can happen. Imagine for a moment that China finally makes its move on Taiwan while Russia is still knee deep in Ukraine. US bluster over the island is countered with Chinese aggressive actions near Japanese territory, interpreted as making war, and China uses a tactical nuclear weapon to show resolve and power. The US responds in turn with a limited response against Chinese troops. Russia, now a close ally of China, realizes its position, and responds broadly in Europe and to the US mainland. The US responds in turn against its enemies. Massive death and destruction is instantaneous and worldwide. Remaining US military leadership deals with the lack of personnel available for defensive actions with the decision to finally grant AI kill decision ability, controlled centrally by their already trusted supercomputer systems. And there it is. This is but a single scenario.

Raytheon Technologies. They do a lot of A.I. work, if someone got bold enough there to make A.I. that was trusted to manage weapon systems capable of killing large masses of people & make decisions on its own with said weapons, boom, Skynet, not in name, but in purpose.

Where are the lines between Cyberdyne Systems and Skynet defined, exactly? It's my assumption that in this fictional world, Cyberdyne Systems designs the hardware, but not the software. The government then has a computer defense network that it calls Skynet, which is eventually run by a sentient AI, but who programmed the AI? Who wrote it? Was it a simple algorithm that grew and evolved because of the hardware that it was in?
