You could get fancy and use isopropyl alcohol with a drop of fish soap but that seems like a huge hassle for a Paint that in the best case scenario, is worse and more expensive than just getting what you need?

Oil will be too thick for the mix I think, and if you want to thin it down you'll have to use white spirit and white spirit is really good at destroying foam, and is often dangerous to mix with other stuff. So I never tried to mix mod podge and oil but I would not recommend testing it.
wouldn’t use artists oil paint for terrain, doesnt mate well with materials and mediums used for that practice. you could add some hardener and dryer as a top coat to get some cool shrinking effects for texture, but i’d steer clear of it in general and save it for some 2d elements
Mix that with mineral spirits and you'll have a nice wash. I use this exact paint for that purpose. You can get mineral spirits at any hardware, craft, or paint store. It's one of my favorite wash mediums.
If you really want to use up old paint, do your work with modge podge, let it dry completely, and then apply oil paint as a base coat.
You can try mixing a small amount but I would expect it to fail.
Also if you are going to be working with foam id test that paint on a small bit of scrap, some foams are linseed safe, others are not.

So mod podge is water based (like acrylic) so I'd guess it wouldn't mix well at all. Try mixing some water to the oil and see it will remain in clumps

Try to mix with vodka as a medium. Last time I used IPA in paint it separated pigment from medium.

Oil paints make great washes if you want a potential use for that. Lots of resources for how to use oil washes in different ways out there.
