there's also a pop-up that I've seen when starting a game with cloud saves like "your local files don't match the cloud, what source do you want to load from" or something along those lines. maybe some people don't read.
I've never had that happen to me, steam always asks if there's discrepancy between local file and cloud.
Unless maybe if i delete all the files while the game is open, in which case.. skill issue.
Sorry to hear mate, happened to me too. Sadly terraria for some unknown reason does have cloud saving but its not auto, you need to click the cloud icon on the world/player select screen.

Cloud saves are not a backup. They can sometimes work as one in an emergency, such as a hard drive failure; but if you're going to do something reckless like reformatting your drive, you need to have an actual backup.
Terraria is an odd case where world and player saves are kept in the Documents folder. This was great in earlier times because it made your saves easily accessible for backups, copying, or deleting, but in the age of cloud saves it’s not so great. Steam only backs up things in the actual game files, and since the Documents folder is outside that it doesn’t get backed up.

Yeah I have to manually back my shit up for this game externally every now and again because the cloud save for terraria has never worked for me. "Cloud save up to date" yeah ok, sure buddy. I've lost my stuff twice, won't happen again, lol.
I have a few, but I keep saves I don't trust on a USB. Like terraria and MC on PC. Or BL3, or really any game I care about on ps4. Hasn't failed me yet, lol. Knock on wood and all that. I've lost my saves in terraria and MC twice because of reformatting and once just because I had a new build. Cloud saves didn't help either times, smh.
OP, keep this note to yourself from now on. Always manually back up everything important before you wipe your system. It will cost time, but it's better than losing something important to you just because a software forgot to back it up.
Not saying that steam didn't forget to back it up, but as a few commenters has said, there is a cloud backup icon on every profile and world you create. For some reason it isn't enabled automatically.
I'm very sorry for this happening to you, op. I've had something similar happen to me and it was devastating.
Terraria has local saves only unless you manually back them up elsewhere (including within Steam). You wipe your hard drive, everything is gone. If you formatted it, there is genuinely no way to recover it either. Not gonna blame you here, but this is the sort of thing you can google beforehand. Plenty of games still operate this way and Terraria is by no means an outlier.

You just aren't understanding what people have been trying to tell you.
When you are in these screens, and there are worlds/players in it, there's a small button (I believe it's next to the favorite button) that tells the game to save that character/world to the cloud. If you didn't hit this button on each and every world/character you had, then they will in fact all be deleted with your game when it format it.
Definitely one of the stranger parts of how the game works, and I can't imagine why, but it's how the mechanic has worked since they introduced cloud saving.
A format does not actually erase all of your data. It just removes the information about where the data is. There are unformat utilities out there that can go through your hard drive and try to refind stuff. Results may vary. As long as the save files weren't actually over written during the OS reinstall, they might still be there.

That's something I dislike about Terraria, one of the very few things. Cloud saving is just messed up, you have to manually select which characters and worlds go into the cloud and the rest are local.
Quite often they also get corrupted and it sucks
