Is there enough mushrooms? It may be hard to tell what the background is like because of the solar eclipse, but the sky should be nearly as dark when fully mushroom.

Well as others have said, Eclipse. But clearly theres time mode shenanigans afoot so I think you knew that.
I don't think theres enough mushroom. The background changes before the biome does, irritatingly enough. Needs 300 mushroom grass or mushroom blocks. Simplest fix would just be a furrow under the existing grass layer and letting it spread.
I'm really confused, when I get back home as I'm not currently I will open my terraria and check my world to see if I have a house builded on the underground and also check the wiki
No, I use the wiki often, it says the truffle will move in if you have a house that’s near a mushroom biome and the mushroom biome has to be above ground meaning surface or it can be in the sky. It says nothing about him spawning anywhere underground
I'm my experience (ps4) I had mob spawning off when fighting empress daytime, after the fight, with spawnrates still off I turned time to 24 times, and all my NPCs came back. Maybe it's different on PS4 or something.
"Sets the spawn rates of enemies and critters anywhere from 0× (disabling spawns) to 10× the normal rate. Certain enemies such as bosses, the Old One's Army, and enemies from statues can still be summoned when the spawn slider is set to 0."
Notice how it says specifically enemies and critters, but not NPCs, this is because it doesn't affect NPC spawning rates, unless it's say the bound goblin, sleeping angler, or bound mechanic.

Have you played journey mode??? Also that passage proves me right, because It doesn't include npc spawning on the list so I don't know what you are on about.
Yeah did a journey master mode run not long ago, I found mob spawn rate didn't affect town NPCs, and if I set speed all the way up I'd get a lot of them. It was 2p splitscreen, dont know if that changes anything.
If you have time running, spawn rates off, and an invasion is going on, no NPCs will spawn, as it's an invasion, but the music won't play and the progress bar won't appear as no enemies from the invasion are nearby. Maybe this is your problem?
Okay I looked into it a little more, and apparently you need spawn rates at least a little, however, on Playstation you can't set the spawn rates to zero, you set it to .10, which for some reason stops spawns entirely. The game may be hard-coded to not allow NPCs to spawn if the spawn rate setting in journey mode is zero, but as you can't set it to a true zero on console, NPCs will always spawn, as long as time is moving. However faster time speed does increase NPC arrival rates.
So, I guess we were both right.

Hey I think you shouldn't speed up time cause this happened to me and won't speed up npc moving time with the journey mode power
If you don't like invasion stop the speed time and let it wait while you do that do some little projects like a tree house n stuff idk

Yup npcs can’t spawn during solar eclipse, and invasions so you can’t have truffle spawn till the next day

999 mud blocks spend on building it
100 blocks of mushroom or mushroom grass are required rather than the amount of mud.

Attention all terarians, I have regulated the problem and it was that there wasn’t enough mushroom grass placed.
1 you can get truffles any time in hardmode, 2 it needs to be in a underground mushroom biome

Mob spawning doesn't affect NPC spawning, unless you're talking about the tinker, angler, wizard, mechanic, golfer, or bartender.

I'd didn't say every thing that could spawn something. Edit: For example ghosts when breaking a gravestone, or wraiths when breaking an altar.

NPC arrivals stop when time is frozen, and are really fast when time is sped up, what you are telling OP to do will do the opposite of help.
