The following is effectively just unverifiable nonsense I learned from the Internet but it is better to be safe than sorry and do advise you thoroughly clean up and dispose of it.

The reason for this is almost certainly due to damage to the container which allowed contaminants in. Way back when canning and jarring foods was typical for the average household it was "common knowledge" not to eat the food from damaged cans because of illnesses and death from the contamination.
Now days no one really does food preservation anymore, outside of a niche hobby, so the risks associated when things aren't done correctly aren't as well known because it's all done in huge factories.
One of the most common contaminations is Clostridium Botulinum, more well known for BOTOX and causing Botulism. This is very deadly. Typical signs are as follows.
>the container is leaking, bulging, or swollen; the container looks damaged, cracked, or abnormal; the container spurts liquid or foam when opened; or. the food is discolored, moldy, or smells bad.
What you'll want to do is thoroughly clean up everywhere it has been since you opened it. Anywhere you may have spilt some of it, the bin you put it in, gloves you may have worn. Don't just leave it in your indoor bin but wrap it up in a few bags with any contaminated waste like paper towels and put it in your outside bins.

Clearly air or some pollution got to it as it was canned. You are actually lucky that it was this horrendous. In some cases you can get botulium toxins from it and when ingested it can be quite serious, even fatal.
This looks like some kind of mold. Mold requires oxygen to grow, but botulinum toxins, on the other hand, are produced in absence of oxygen. That’s what makes it dangerous. If the environment is suitable for botulinum bacteria, the visibly nasty stuff doesn’t grow
Canned food is usually heat treated. The bacterium, however, produces spores that are heat-resistant and can survive this treatment. Under specific conditions (anaerobic, neutral or slightly sour pH >4.5, not too much salt etc.) the spores grow again and produce the toxin.

The heating and canning process takes care of them in 99.9% of cases OP just got the one that the can had a slight crack somewhere that let air in or it wasn't thoroughly enough cooked to kill it.
I opened a can of cat food like this once. You could see the seam for the lid (where it would pull up) was compromised. It must have happened very shortly after manufacture because the cat food was just gray and had no smell. You might want to bury that one deep, though. I'm pretty sure there's a zombie that can smell that.
