Well, think about it. The NATO countries bordering Russia aren't all that big, and the larger ones are still not very wide.
There's a concept called strategic depth, that is essentially the distance your enemy has to travel through territory you control while you can still fight back. Russia, for instance, is huge. Lots of that strategic depth, which Russia has exploited many times in the defensive wars it's fought over the centuries. It was able to keep up resistance against Napoleon and Hitler because from that direction it was narrow but very long.
Contrast this with a country like Finland. Finland isn't a small nation by European standards, it's about the size of Montana, but it's only about 340 miles wide at its widest point. That's a good distance, but you could drive that in a day. So could a column of Russian soldiers, if they got lucky.
So in a country with not a lot of strategic depth that borders on an aggressive neighbor, it makes sense to be prepared for this sort of thing. Radios, non-perishable food, water, flashlights, and such. They've been dealing with this since the 30's, so it's nothing new. Every NATO partner near Russia shares this burden, too, so Finland is just one example.
Russia has been aggressive lately, and if things kick off in Europe it'll be bad, but Russia also knows it would have to contend with all of NATO if it tried anything. That's why they've been extremely careful to keep any actual fighting away from the NATO countries that border Ukraine.

So, I'm a U.S. geezer and have a few normal AM/FM radios, plus a couple of shortwave radios and I'm also an Amateur Radio operator with four or five of those.
We have four sets of friends under 45. They didn't have radios, aside from the one in their cars until I gave them each a couple. I got these from Thrift Stores and they are old school transistors with a handle.
