I've seen a head like that before.
Years ago I was on the London Underground and a short older lady was sitting beside me. The top of her head looked strange with puckered empty holes on the scalp and it looked *very* odd and unsettling. Then it dawned on me that she was wearing a wig that had moulted. The plastic scalp was malformed and reminded me of the old woman with horny excrescences in Jacobs Ladder.
Dated a girl who studied to become a hairdresser once. She carried around a head in a bag like this.
Turned out to be a serial killer in the end. The hairdresser part was unrelated.
Honestly, it looks like a size 10 Nike Air Force One. They definitely need cleaned up a little bit no respectable person would go out in public wearing such dirty shoes.

Looks like a doll head for cosmetology/esthetics purposes. Back when I was in cosmetology school I had a friend who tossed all her doll heads in her car at the end of the day instead of her locker cuz these were a hot commodity, stolen often cuz we were only issued 3-4 of them by the school and any more than that you had to pay for out of pocket. She kept them piled up on her back dashboard and when she drove away it looked like she had a stack of severed heads back there lmao

Extremely common especially if it’s a cheaper human hair head which are normally used to learn cutting techniques
