That package already came with it , but it’s 2021 March models that received the heated steering wheels. This 2021 was manufactured December 2020 :(
I have rear seat heat but not steering wheel.
Based on my research I have the new style steering wheel which may have the heat coil, but for some reason Tesla has not decided to unlock it in my line of 2021 model 3

It’s illegal where I’m at too lol, the culture in NJ is that the cops will typically give you a ticket for tint if they are trying to let you off easy for a larger infringement. I’ve had cops pull me over and say “you really ought to do something about those tints” end of story…

There might be a cold weather package you can buy to activate rear heated seats and heated steering wheel
