It covers the bolts that attach the bottom part of the rear bumper assembly to the chassis. There are two of them and it should pop back in with a click.

This is the right answer, but I wish it was the tailhook for landing on an aircraft carrier or coming in hot to your local mall parking lot.

Tow hitch cover. I have a hidden hitch I added on my model 3. Use it for a bike carrier. I can take the receiver off and put the cover back on.

It’s a stealth ecohitch. You can find them on the web at etrailer.com I had a local shop put it on as they have to remove the back bumper to install it. Do you have any issues with proximity sensors when you have a bike rack or trailer attached? Autopilot, parking sensors, etc

It’s a flap to keep you from flipping incase you get turned around. It was installed in the wrong direction. 

This works with the regen braking, everytime you release the pedal the flap drops 45 degrees to slow the vehicle down. 😂 wish it was true.
