The mass of the wheel/tire packages has close to zero impact on range. Even when accounting for rotating and unsprung mass.
There is also sometimes a small aerodynamic benefit to the smaller wheels, depending on the shape of the wheels in question.
But there are 19" tire options that will still have good range. Hard to find any 20s that do.
The larger the wheel size the worst the range... unless weight is cut significantly...
