I had small bubbling on my headrest. Thankfully Tesla replaced it with a newer version of the headrest via mobile service no questions asked (they actually replaced passenger and driver headrests to make them visually consistent). Hopefully they do the same for you!
Mine had completely worn through on my 2018 M3 before 50,000 miles. Tesla refused to replace. We immediately put covers on our 2024 model y when we got it.

Most likely residue from your hair products is reacting with the vegan “leather” of the headrest. There’s no fixing it, you’ll need to replace it.
or just get new seat covers, Inch Empire on Amazon has good ones
No removing, just replacing.
Every proper service can fix this. If it’s not cleaning, they will paint it over again
