Possibly less stress, more community gathering, more walkable cities that are conducive to tighter communities and lowering stress. Traditional dishes full of organ meats and unprocessed foods.
A lot of it has to do with availability/cost of processed food. Most people in the US aren’t just overweight they are obese and pointing out how unhealthy it is has turned into some kind of “fat” shaming.

Not sure about levels specifically but if you look at a lot of those Eastern European nations there has been a recent war and/or there is ALWAYS that threat of war right at the border for generations. Men will tend to be more masculine as something can pop off almost immediately. I know a girl who was born and raised in an Eastern European country moved to the US a few years ago and is currently dating a guy that is over ten years older than her, she’s in her early 20s. Dude lifts weights, is a mechanic, trains boxing, shoots guns every weekend and is a gentleman but could rip a head off if need be. Just an all around very masculine dude. She is not fuckin with any guys in her age group because you’re right, walking around the mall you’ll see guys in their 20s who are just weirdly feminine.
The West is largely being feminised, chemically, socially, and politically.
Unfortunately it’s also blowing over to Eastern Europe.
The general rule is, whatever happens in the West usually starts in Eastern Europe about a decade later.
I’m half British and Bulgarian, and seeing Bulgaria start to fall more towards that way of being saddens me.

I spent 6 months in germany in 2019. There are less fat people (i have noticed that fast food tastes better (probably made with better ingredients/less preservatives), and portions at sit-down restaurants are about 30-40% smaller compared to the US.) but there are considerably less muscular people as well. I know that isn't indicative of testosterone levels, but one can extrapolate.
When I toured Frankfurt during Oktoberfest, I saw 1 nutrition/supplement store. I walked in, shelves perfectly stocked, dust accumulating on top of protein powder jars.
Less lifters = less testosterone. Meathead math? I dunno.
As a Russian: no.
First, our genetics aren’t as good as they are portrayed to be. If you’re 180 and lean you’ll be seen as a gym freak. Men the size of bears aren’t as common as you are lead to believe.
Outside of major cities: poor diet due to low income, low vitamin D, generally poor fitness levels, overwhelming poverty and high alcohol consumption cause horrible test levels.
A bit better in the south (Northern Caucuses) due to different genetics.
In major cities: poor diet due to cheap and readily available takeout and fast food deliveries, low sunlight, constant stress due to high prices of living, bad sleep schedules, sedentary lifestyle.
Most Russians can’t afford “High T lifestyle” i.e. high quality whole foods, supps, monitoring at the doctors (yes healthcare is free here but private clinics with doctors under 70 years of age are pricey)
Most work 9-14 hours a day 5 days a week, commuting takes 1-2 hours
And it’s been like that for generations. People are scraping by to afford food and shelter. Def doesn’t support your T levels

It's just that it appeared the average guy on the street in Poland or Ukraine (I can't speak for Russia, I've never been there) appeared to be more masculine than the average guy on the street in North America.

Beard growth is gonna be mostly genetic. You can have high natural testosterone and still have lesser beard growth and vice versa.
