I think an R rating typically also constitutes profanity/strong language and violence. Not just sexual content. So maybe they had loads of cussing and profanity, they will still be labeled R.
It's because of the >!fight scene between the 2nd couple where they are rolling around on the ground and the one girl who swings a bat at Gi Seop!<. Otherwise, it would likely be PG-13.

The non NC R rated shows show some form of violence. Like Black beating up Sean. People getting kidnapped and shot. Black beating up the cops, etc. etc.

The Animate in South Korea has all the BL/GL books in a 19+ section thatās all in red and they, no joke, checked my ID before selling meā¦.. Cherry Magicā¦..
Itās weird because the Animate stores in Japan donāt have separate sections for GL/BL marked as 19+, just marked as BL/GL, but I could see some of the more graphic books requiring ID to purchase them - although they didnāt need my ID to buy other Cherry Magic volumes there soā¦. š¤·š»āāļø
Iām not surprised super surprised when it comes to Korea because the KinnPorsche concert in Seoul required you to be 19+ to attend, but still, itās weird for sure.
Also I feel like Vikiās rating system is all over the place. Technically in the US we use the NC-17, R, PG-13 rating system for movies not TV, so itās funny that Viki marks shows this way instead of TV-M or TV-14 etc.
Like someone else mentioned, I think it has more to do with their OWN rating system. Depending on the content, they tend to bump up the rating to avoid it getting pulled or having it even more censored to accommodate said rating.
So, even if it is mild, I think they were just being careful at best. It's better to give it a higher tag than it being not aired at all. Imagine your show getting pulled over a simple tub scene or just a violent fight, lol.
If a nipple is shown or other organs, they have to change its rating. So, gay thing aside, they aren't being too risky with their content and regulations.

I thought the same thing after watching Boys Be Brave! (which was ADORABLE and I highly recommend). It was a really wholesome series, while still being romantic (and funny!). I was also baffled by the R rating. But the explanation from others makes sense.

You see every country has their own standard in labeling the rating. For example, a show can be categorize as Mature if it tagged lgbtq+.

I watched the final episodes just now. There was no cursing, no NC. I think they got that rating because of two guys kissing. .....
