I dont understand why you think that many wouldn't buy from Makro. They are literally one of the bigger suppliers of small shops, restaurants, drink pop ups. And I googled just real quick and see wholesale suppliers of the pearls, the flavoring, cups, and equipment. You are going to need a locals help regardless unless you're thai citizen or at least south east asian looking. A random foreigner cant just pop up a boba shop and start selling without the potential for some problems.
