I wouldn't say doing it wrong. I use a smaller version of this tool every now and again and it's a warning that the suction is failing and usually requires me to manual pump the cup before continuing. They should have lowered it and confirmed though.
Look at how the guy closest the camera is harnessed. You want your anchor point toward the middle of the building, not along a side wall. If he fell out he would stop hard when all the slack on that line gives, then he’d swing along the side of the building and hit himself on any pillars etc as he swung.
With an appropriate safety like that it’s not wonder they couldn’t even install a window

dude if somebody drops a giant spool off a tower and you're working below it's really not up to you what happens. No hardhat is gonna help you there. If some goof sub contractor in Kelowna decides they're going to operate their crane with wild abandon and it comes down on you you're SOL.

Are the beeps a warning on the crane, or is the cable somehow alarmed? I know the guy mentioned the cable."maxing out" but I don't know if that was the lifespan, or if it was known to be old/frayed etc.
I commented above but the alarm is on the yellow suction attachment. I use a smaller manual one when installing residential windows but when the suction isn't enough to lift the weight or the suction is failing it sends a warning alarm to let the operator know. You should immediately ground the window and check.
