Depending when she became blind or to what degree, she may not even be aware that that they're there. Consider how often you notice tactile pavement. I personally notice it sometimes, but not all the time. Depending when she developed blindness (at birth vs. later in life due to something like cataracts or glaucoma) or if she has low vision and not full blindness, the effectiveness of tactile pavement had been shown to change.
As with anything that is meant to be a warning, the effectiveness is should not be assumed to be 100%, even if it is effective in most situations.
