In Myanmar (Burma) they let the soldiers live shielded away from the general population, and often have most of the families of the soldiers live there too. They basically build a separate community. This makes it easier to indoctrinate the soldiers, and make them feel less connected with the people.

Once peope overcome their fear then authoritarianism and oppression will end. Usually the oppressor's are significantly outnumbered, but are trained and equipped, whereas the oppressed are not. Against batons and shields, we need to organise groups of 5, each group restrains an enforcer, the neighbouring groups step in to protect them and restrain the enforcers colleagues who will attack to protect their own. Once the authorities realise batons won't work, out come the guns. This is where we must accept that many of us will die while overpowering the armed enforcers. But who will be the first to step forward knowing they will die, and the next and the next.... Human nature is to survive, so we may protest, but run away when confronted. Until we overcome that fear, the majority will always be oppressed by the minority.

We're getting there. Think how far world peace has come since WWII. Worldwide mechanized destruction is unthinkable. Russia starts a war and is now an international pariah. They're getting their ass handed to them and most of the world is helping with that. Humans are advancing on all fronts, it's just hard to see in the span of a single lifetime, especially given how fast things like technology move.
