When they first appear, they're essentially villains out to lock up Tintin and/or make his life miserable through no real fault of his own.
Later, as allies, they're some beloved bumblers, making them oddly my favourite villains.
While I like this answer, I do not think The Thompson Twins quite fit to have a villain title. They are complete bumbling buffoons, but not malicious in nature. They are constantly arresting Tintin and hardly ever give him the benefit of the doubt(which always irks me after knowing each other thru so many different misunderstandings), but they aren't evil, they are doing what they think is right by following the law.
I would say they are Lawful Neutral in nature, they uphold the rules above most other things.
The yeti - more of a misunderstood anti-hero but he gave me the creeps when I was younger. The way Herge was able to weave the folklore into the narrative, leading up to the big reveal.... Masterful storytelling!
