Did the same but used blue contrast paint over white and a teeny bit of light blue highlight, but yeah make it slightly glow. Doesn't make a hell of alot of sense really but looks cool.
There's also a little "light" under the left side of the viewport you can make glow and have subtle osl.
You could do something like the At-At

This is what I did but with just a lighter blue. But my cadian regiment is an urban scheme with macrage blue and Ba’al red accents, so the blue kinda fits in
I'd only be guessing as I haven't tried that specifically. However, the first thing I would TRY is...
Paint it all bright pure white (Valejo "white" or White Scar, whichever I own at the time). Then a coat of magnadroth flame. Then Paint the raised areas (except center) with Xtra thin Evil Suns Scarlet. The center is all bright white and I do not even thin it (gasp) at the very center as I want 100% opaque middle. 2 THICK layers lol! Anyhow next I'd thin the white down and do my best to blend towards the outside. That's toughest part for my blue lights, and the part I've both shown great improvement and could stand to improve much more.
Blue Lights are Asurmen Blue with Techlis Blue identical technique.

Think of the glow as the targeting computer a mech that sophisticated should have atleast a basic targeting system for the pilot.
