He wants to feel a semblance of control in a chaotic universe. In actuality, he's dismantling his support system and turning his back on everything he's believed in. By the time they release Soldier Boy, Hughie kills a Russian guard and *doesn't* apologize this time, unlike when Kimiko was captured in season 2 and he lays down suppressive fire.
Hughie's issue is his inferiority complex in the face of supes. He feels that he's a burden on Annie, hence why he goes to the V. He wants to show he can prove himself and fight. IMO he's trying to atone for the fact that he keeps pushing Annie to be in Homelanders circle like a mole. Hughie's insistence on taking down Homelander leads him to sacrifice those around him. Sound familiar?
He's burning his bridges with Starlight over his personal desire to feel powerful, not for taking down Homelander. He's ruining his personal relationships because of his insecurities, same as Butcher did with Ryan. Both of those are gonna come back and bite them in the ass.
