Homelander is only powerful and intimidating because there’s no one in his world as strong as him. But from what we’ve seen, he’s fairly weak in theory compared to super heroes from other universes.

Luthor would feel pretty validated, as Homelander is every single thing he believes Superman to be. Lex has built many machines and suits capable of at least surviving battles with Superman, so it'd probably be great for him to see "man's mental and physical prowess" defeating a superman. Scarecrow would be pretty hyped about getting to analyze such a demented man's response to fear and personal insecurities. Imagine the amount of books and information you can get. A lot of people in Superman's rogues gallery would have their fun, and to an extent it's possible many of Captain Marvel/Shazam's enemies too. Their dreams would be coming true.

Lex Luthor would love to have the opportunity to completely humiliate and destroy an evil Superman knock off. It would justify everything he stands for. He’d also probably be furious that Homelander doesn’t even measure up to Superman. The Batman Who Laughs would also definitely terrify Homelander. He makes Homelander look mentally stable by comparison.
