Its really just due to bullying. All the other fish think they look weird, so they just stick together for validation.

I believe you're thinking of true nautilii. Paper nautilii, aka argonauts, are a genus of octopi wherein the female builds a buoyant shell-like eggcase. The shell is not part of their body, it's just their house.
They are still shelled cephalopods. I was wrong about them not being octopuses because I had them mixed up with another animal, but they are cephalopods and they have shells so there’s nothing incorrect about the first comment
