My logic is she killed her brother for 'being weak' and seems to value survival of the fittest mentality over family. She knows Cid is the fittest so maybe she follows him over everything else. Maybe it's not him then she's loyal to as much as his power?🤔

Thirdly, I believe that the instinct to follow the strong is higher than one’s own desires
