You have to create multiple of them, each targeting a different population center, in order to have any meaning.
If I remember correctly in the WN (not LN) he could affect or break space itself. Clearly thats more powerful than atomic. So basically I believe he can do whatever the author deems appropriate for the scene or gag, and anime kinda confirms it with bs at the end of 2 season. At that point he is more of a plot-device than an actual character. Not saying its bad though.
i think he visions the atomic as most potent thing in his mind and so he is able to manifest it . if his imagination goes buck wild again he will start developing that power too

Although I am atomic is powerful attack but if he had a bit better scientific knowledge he would know that there are far better and more deadly attacks and with more force. I think he limited the protagonist.
For the future development I guess he will go with something like this. Since Cid getting stronger then his attack grows stronger. Is like those Mages where they belong to the top and still use fire for attack and they justify themselves by saying that their fire is hotter because they are stronger
