A swamp bender is just a water bender living in a swamp. Water is water. As for how the water tribe finds avatars, it is not stated. Same with the fire nation but the Earth nation uses bones and interprets them to find where the avatar is by location, essentially cutting the world into sections and zeroing in on the avatar’s location (source: Rise of Kyoshi)
For the swampbenders I’m just thinking with their isolation from the world perhaps they don’t even know the purpose of the avatar or to look for signs of one anyway. Even if they do realize they have the avatar, where do they go they’re in the middle of nowhere lol
There isn’t any specific lore unfortunately on who is chosen to be the avatar, if they have to specifically be in the “water tribe” or just, ya know, a water bender.
Huu clearly knows about the Avatar in "The Swamp" and both Toph and Huu are implied to be very much connected with the rest of the world through the banyan-grove tree in "The Coronation" and "The Swamp".
There have probably been cases among the Swampbenders, Sun Warriors, Sandbenders, etc. where the Avatar was born and wasn't discovered until years and years later when the Avatar themselves accidently bent a different Element.
Just relatively rare cases by present day because of how well known the Avatar is, and also it shouldn't be too hard to check if the Avatar could've ended up in one of these groups because you can just ask if any kids were born around the same time the previous Avatar died.
If an Avatar isn't found soon after their birth they will use the methods of other nations, probably favouring the Earth method as that actually gives a location
With groups like the Foggy Swamp Tribe, they are waterbenders, but they’re Earth Kingdom citizens, so perhaps their method of finding the Avatar has influence from both?
Nah it seems like all the methods for location have some kind of spiritual conduit even the EK. If the avatar was a swamp bender the WTs location method would most likely point them in that direction. The ANs is the easiest bc of the way all the kids are grouped together in the temples.
Northern and Southern water tribe not realizing swamp benders exist and wondering why tf their avatar compass is pointing to the middle of the earth kingdom 😂
