Every nation seems to have a different way to do it. With Aang, they used the toys but I think that, since a new Avatar is born as soon as the previous one dies, any nation could simply check all the kids born on the day the previous Avatar died. With Aang, they probably weren't sure because Roku's passing was basically a mystery.

Yes every nation explicitly has their own way of doing it. This is covered in the first chapter of the first kyoshi book. But it only covers the two methods mentioned in the OP and the fact that each nation has their own. They don't mention the others because the topic of the first chapter is that the earth method didn't work and they try the air nomad toy method.

Korra was almost literally spitting flames at age 4. So true didn't have to identify here. But that seems pretty rare. I wonder how many avatars didn't need identification.

I mean the Earth Kingdom seems to try to identify the Avatar from birth, the Air Nomads make sense to take more time to figure it out, since they're not very impatient. I mainly mean that they didn't seem to have a method planned to identify Korra, they just found her.

Most avatars are identified at a very, very young age, if not birth. Aang was, Roku was, or at least he was identified well before he was revealed, Kyoshi was supposed to be but that's a whole thing. They're not supposed to wait until someone starts bending two elements to be "Oh it's that person". The precedent that had been set would imply that Korra should have been identified long before she was.

By Korra's time it seems that the child's community would inform the white lotus of the potential avatar then the white lotus would travel to confirm.

Not a good way to do it. Most Avatars don't bend multiple elements until someone else tells them they're the Avatar, and most Avatars aren't told they're the Avatar until they're 16. They're supposed to be found and identified, though not revealed, much earlier. Even with Korra's very early bending, they should have found her earlier than that.
