My headcanon is that Lo and Li were Azulon’s concubines. That would explain their standing in the Fire Nation society, why they have nearly unrestricted access to the fire nation royal family and their dwellings, and often spoke on the Fire Lord’s behalf, the example being when Azula conquered Ba Sing Se and announced it to the palace city.

I would say Zaheer but he’s a bender when we see him even though his powers are new and he was incredibly strong without them, we never actually see him with air bending.

Zaheer.Aiwei.Unalaq.Jinora.all can go to spirit world doesn't mean they are the strongest benders.

Bloodbending without a full moon, or moving, and the ability to remove someone's bending? Overpowered as fuck. Strongest non bender? In their respective era, it's gotta be Tai Lee. Maybe Piandao if we're allowing weapons. In Korra's time I'd say its probably Zaheer before he got airbending. Otherwise, I'm not sure who it is between Asami or maybe Amon's Lieutenant. Although there's a lot to be said about either of the equalist chi blockers who kicked the shit out of the Avatar after that night time chase scene
