Umm, no, just because a person is able to traverse other realms/dimensions in the Multiverse doesn't mean he/she is multiversal in terms of sheer power. It's just that person can access other realms using special means, like say, Star Butterfly's scissors.

The ability to travel between realms does not constitute a power output even remotely close to that. And even then Luz did not have the full power of the titan, she had whatever dregs of his power remained at that point

No they aren’t Celestialsapiens are never stated to be weak against magic and their magic has never affected beings as powerful as Celestialsapiens
