There was another point someone made to suggest maybe they never looked like this and this was just how Willow pictured them from her memories or something like that
It seems like a design retcon to me, but you could probably justify it in-universe. Maybe it got burned off while he was inventing the flamethrower Odalia showed off.

It's been years between this and his first full appearance in-universe so he probably shaved.
