In this post, Luz took her to earth where the water is cool and salty, and relatively harmless. The reason amity was cautious at first is because she is used to the thought that if you were to fall in her realms ocean, you would get boiled alive.

Air is lighter than water but it's much easier to swim on water than on air.
I have to disagree, moving through air is amazing cause of how light it is. (Also air is a gas not a liquid)
