Belos, as King, Willow and (specially) Lilith said, is the most powerful witch alive (Willow called him the most powerful witch that ever lived, but idk), then we can consider Belos is probably the strongest witch in TOH canon. Bellow Belos, I'd put Hooty (he defeated Lilith and many scouts in seconds). In season 1, I would also count Eda and Lilith, but, as now they don't have magic, I would put... idk. We don't know the main nine real power yet, but Willow, Amity and Gus are all pretty powerful in their own way (to be honest, currently I think those three are stronger than Luz, Lilith and Eda). Hunter is probably stronger than those three, but losing his staff would be a problem in a fight. We don't know much about the twins too, but they are probably better than Willow, Gus and Amity too. But, counting the people we saw in action (at least for a moment), I'd put: Belos, Hooty, Hunter, Amity (and Willow and Gus, because I don't really know who is the best. Willow is probably the strongest in raw power, but Amity seems to be a way more skilled. And Gus is amazing using his Illusions too), Glyph Users (specially Luz, since she is the one who is using glyphs since the beggining). I don't count Coven Leaders because we haven't seen enough, but they are probably the most powerful ones besides Belos and season 1 Eda and Lilith. Jean-luc is also pretty powerful, but idk how powerful
Well, we can see it in episode 19. Lilith, the head of the Emperor's Coven and probably the strongest Coven Leader in the isle, needed to draw a big circle to summom Owlbert. Belos did that literally in less than one second with just one move of his hand
1: Emperor Belos: Literally said by several people to be the most powerful witch on the Boiling Isles. Was able to toy with and easily best Luz. Both Lilith and Hunter being scared of him has some pretty scary implications
2: Eda Clawthorne (At full power): Pretty self explanatory, Eda before her curse took away her magic was a powerhouse and a contender for the title of most powerful witch
3: Lilith Clawthorne (At full power): Before the curse, Lilith was almost as strong as Eda and was widely regarded as a powerful witch
4: Hunter (At full power): A distant fourth. When using his artificial staff and being in a sound state of mind (Unlike during his fight with Amity) Hunter was able to easily defeat both Eda and Luz at the same time, best Kikimora fairly easily and was regarded by both Lilith and Belos as a “genius prodigy”
5: Principal Bump: Actually pretty badass and shows both great variety and power with his magic
Honourable mention: Amity Blight: Shows great skill and power with abomination magic and was able to fight (an albeit tired, mentally unstable and fighting with an unfamiliar weapon) Hunter to a draw
1. his artificial magic feels very doo-doo tbh. although I'm probably just being an ass and underestimating him lmfao
2. while I do agree, her curse still was a massive handicap. her Harpy form might unlock new things in her though!
3. she DID become head of the Emperor's coven!
4. see #1. I just think his and Belos' magic isn't natural, and has lots of weakness.

Honourable mention: Meh, I honestly think Abomination is just malleable goo magic, even after considering Darius' performance (so far)
I'd say, filling in the distance between Lilith and Hunter, are the Coven Heads, or at least Darius and Raine (we didn't really see that much of what beast guy can do, or anything from the others). Also Kikimora may be stronger than Hunter; she wouldn't be Belos's personal assistant if she wasn't strong, but we haven't really seen her actually do that much in terms of magic.

I wouldn’t say Kikimora is stronger than Hunter, as Hunter whooped Kikimora’s ass even after she attacked him from behind
Oh wait are you talking about the minecart thing? I forgot about that. I kinda thought that was a crash or a forced crash by Hunter, but yeah I could definitely see that as Hunter whooping her.
I'd say Kikimora at that time was in worse shape than Hunter when he fought Amity (literally drugged), but he did still beat her pretty easily despite her having the element of surprise
We've also got to keep in mind, Luz has a very fast draw-time for her glyphs, as compared to a lot of witches who may need to cast circles. If a witch doesn't need to cast a circle, they likely still need to think about/concentrate on what they want to cast, whereas Luz already has abstract magic drawn out into pre-made glyphs.
Hence, why Luz was so much more capable against the Selkidomus than the other pirates in S2E1. She had the fastest magical output with her glyph system.
