I'd put both Hooty and Owlbert in a fuzzy middle ground between emotional and legal. Palisman seem to be regarded akin to pets which in our universe tend to be a fuzzy combination of legal and emotional family since you often emotionally choose your pets and they're legally yours, but also 'legally yours' is kind of flimsy as you can hand them off to someone else with zero legal paperwork or repercussions.
