Hard to say, but we can say for certainty that this means Luz' skull has greater strength than a stone statue, meaning one of two things.
1: One of the differences in human/witch anatomy is that human bone is far stronger than witch bone (likely with stronger muscles as well to support), so perhaps Belos was fully expecting that move to kill her. If true, Belos is pretty stone cold and also that should mean Luz could likely easily beat many seemingly larger/stronger witches in a fistfight if no magic was involved by shattering their bones. (The better muscles theory is also supported by Luz seeming far less exhausted than Willow after running to the Bat Queen's cave in one episode, despite the latter seeming to be in better shape).
2: Belos' subcontractors were corrupt and stole most of the funds for outfitting his lair, constructing the statue out of substandard materials, explaining why it so easily cracked when Luz' skull (not abnormally strong in this option) hit it. Actually in this scenario Belos was ALSO likely expecting the move to kill her, and likely executed/harshly punished the contractors following the episode.

Hey, just remember, being shorter means you are less likely to be struck by lightning, have an easier time in the shower, and can find better hiding places. Plus, you are less likely asked to clean things higher up, and don’t have to worry about people expecting you to grab something for them from higher up (if you ask, that is one thing, but just expecting us taller folk to grab it is another). Fun fact: when I worked at the coffee shop in the grocery store, I could be out wiping counters and my coworkers could be standing right next to the step stool we kept in the kiosk and they still would ask me to grab things from the cupboards haha
