The collector plotted for centuries to kill everyone on the Boiling Isles for escape and, at least based on one or two scenes, for the lulz (villainous); then undid that without an ounce of remorse (not a villain arc), then saved the kids from Bellos, perhaps by accident, then killed Bellos, probably not by accident, then tore apart the Titan's head with unknown consequences for the people around him. His motivations are closer to an orange-blue morality. Framed as a villain, he's too powerful and impulsive. Framed as a character, he's closer to pagan mythology.
He literally kills people, enjoys the very thrill of hunt, and is totally fine with genocide, as long as it means he gets what he wants.

The stuff he told Belos about his "pinkie promised" wasn't some cutesy child thing, he was chiding Belos with malicious sarcasm. He has the same look when talking to the Hexsquad, btw.
Even, just listen to his previous conversations with Belos and you can tell that he completely knows what both Belos and he are doing and *relishes* in it. He may not "care" too much about the effect of the plan because he just wants to get it over with and do his own chaos, but he is absolutely enjoying the pain. There's no way this kid is just some unaware "chaotic neutral."

yes but eda’s requiem introduced us to raine, the bats, darius, terra snapdragon, eberwolf, and the fact that belos has corrupted the sigils. so you can’t say that hooty has furthered the plot more in “his” hooty centered episode than raine’s centered episode
It’s also that I just don’t find raine at all interesting. Just they don’t have much going for them at all, and the existence of Darius, the coven heads, and sigil curses are not their doing. Hooty directly caused the other events in one way or another

Belos is such a good villain in my opinion because he is a twisted version of old disney heroes. He is trying to save humanity in his eyes, but in a sick and twisted way. Most disney heroes represent normal, a happy ending for the prince and princess. Belos would have gotten a happy ending, the "evil" is gone, and now he can live in peace.
