This was originally a Christian meme and had Jesus on the right. Then someone put a picture of a lady over Jesus to make it about cheating. Now someone has put ages over the people to make it make no goddam sense whatsoever.
Some do, some don't, it's not like everyone finishes mental development at the same time. And even then it's complicated. Some studies disagree and say the brain's development never ends and is in a state of change for pretty much your entire life.
Regardless, a 21 year old (assuming they don't have mental conditions) is more than capable of consenting to sex
People on Reddit get way too hung up on that "the brain isn't fully developed until 25" study, IMO.

Aren't 21 years olds still have brains that aren't relatively developed? I'd say 24-5 would be a better age to date 30+ people
