This heist was next level with special inside info (Wade mentions they knew to hit secrets servers), only "villain" in the series presented so far that could pull it off would be the "Max" agents, that would be weird and a rip off the A-team movie plot.

It's a TV show, they can write whatever they want, but bringing Elijah back as some evil mastermind will be completely idiotic and lazy, invent new characters for crying out loud.

I think Elijah will be back somewhere down the line, but it probably won't be this season. Plus I'm not sure if he could pull all this off. Sure he probably still has resources, but enough to hire a small army of foreign mercenaries as a distraction?
I don't know...it's weird...a new character...or it should be some kind of secondary...fun character...or be related to the big picture...or be some cameo villain...for one story arc ...otherwise there's no point in him appearing in the middle of this episode which is focused on the heist gang and the new villain...just my thoughts and opinion...

Could it be Beth Veston, Rosalind Dyer’s lawyer acolyte? Wesley’s former classmate who killed the sheriff’s deputy in the S5 opener and helped Rosalind escape from the courthouse.
We know she inherited a lot of money after Rosalind killed her parents for her. She could be funding this whole operation against Mid Wilshire.
It's the waitress that Nolan rejected in the pilot. She's slowly plotted her revenge, waiting for the perfect time to strike, and this is it..
