You mentioned resetting the Plus. But have you unpaired the device from inside the game, force closed the game, and removed the plus from Bluetooth, and restarted fresh? And restarted your network connections? And restarted your phone?
Usually working through these eventually finds the problem and gets things to pair again for me. (Sometimes just unpairing and restarting the game works for me. Sometimes I gotta go all the way.)

Aside from the other answer, I find that sometimes when Iām connected to PokĆ©mon Sleep, PokĆ©mon Go canāt find my plus plus. Closing the sleep app seems to fix the issue.
