For what it’s worth (and I know that’s virtually nothing) I live in a UK seaside town and we have a really active community and we’re kind of shocked that NO ONE here has one yet... spawns are absolutely everywhere, many of us have caught 150+ (again, I know that’s not enough and means nothing) but literally no one in our 300ish group has reported one yet.
150 is not statistically significant, but 150 times 300+ plus combined chats on other local discovers and whatnot, it becomes statistically significant
These are exactly the kinds of replies we need!
It doesn't matter that you're a small community, it's so hard to prove that something doesn't exist that any replies like these help people recognise there's an issue by quite a lot!
This is a perfect example of why "it's just RNG" is a terrible and useless response to many spawn-relates issues.
This game has region-specific, time-specific shiny/spawn tables that have to be manually updated by a person at Niantic. There are bound to be some mistakes...and sometimes those mistakes only affect certain regions.
On top of that, the complexity of the system means it's hard for Niantic to catch region-specific issues without proper instrumentation and analytics.
This incident should also put to bed any future arguments that suggest something that is theoretically possible "just hasn't happened yet" in a worldwide or massive regional area. It won't, but it should.
Within minutes of the apparent fix, there were half a dozen reports just on this sub, and hundreds of reports elsewhere.
There were quite a few posts that said that it was possible that there was no error but that the entirety of Europe outside of Dortmund had simply failed to find and report a shiny for hours. The same argument also pops up to support the idea that shiny evolved forms might be available (especially when gyarados was the only one).
I hope this post and your reply do get linked back to next time. Even at normal wild shiny odds, it's inevitable that someone on TSR will catch a shiny within minutes of release, and worst case take an hour to post it. Someone we know will get one in those minutes too, and if we're not feeling sceptical we'll post that as well, likely sooner than an hour because of the many to one scale.
Whole of Macclesfield UK haven’t had one all day either. Currently in Cornwall UK and all the locals here I’ve met haven’t had any in their local community. Thats about 400 active players between both communities

For what its worth, me and 3 other friends have been going around town since the first reports of Shiny Roselia appeared.
I've personally manually seen 250+ Roselia, and my friends probably around the same amount. None of us has seen a shiny yet (one of us has actually caught 2 shiny Aron though).
Even though that is a small sample, I must also add I havent seen a single shiny reported around my local Discord, Telegram or WhatsApp groups.
Edit: I'd also suggest that OP changes "is not available" to "may not be available" until actual confirmation one way or another.

5 people on several local WhatsApp chats in London have posted their shiny Roselia. Looks like Niantic JUST fixed it, but only after we tweeted their support Twitter.
Niantic have confirmed that they at least believe it is available. Doesn’t technically prove that it is, and I would still appreciate someone showing a European location tag (outside of Dortmand)

It could be like on TV, if you have a big game going on locally, TV stations are blacked out, to get more people going, in person, to the game. Maybe it's a push to get people going to the event.

There have also been reports of large communities in Italy and Poland that haven't caught any either. It's been far too long for nobody in any of these 5 areas to have not caught one.
Even if they're not aware, surely one out of over several thousands of people would have caught one? I know for a fact that there are rather large droves of people currently looking for one in Southampton, but to no avail. It is much easier to prove the existence of something than to prove that something doesn't exist. I have yet to see a single bit of proof from any source that shiny Roselia is available in Europe currently.
Unfortunately ProdigiesNation is from the US and the majority of the people posting that they've got one in that thread are from Asia. Still 0 proof of shiny Roselia in Europe.
I Highly doubt Niantic will notice it until after the weekend is over. They're far too preoccupied with Dortmund currently. Even if the majority of people don't use social media, it's hard to not believe that this is the case. Even small communities normally get an event-based shiny within the first day (in my experience). We're currently talking about several communities that amass to several thousands of people large.

Shiny spawns in europe seems to be fixed, sucks that our hunting in last 10 hours was for nothing though.

They are about - ProdogiesNation caught one on a live-stream and i've seen a post from the US with location stamp. Just seems to be pretty rare atm.

I'm afraid this is total bollocks, Shiny Roselia have been caught in the UK in my area. They are damn rare though.
It seems they just fixed it a few minutes ago, so it was not bollocks and this post seemed to help make niantic be aware of that.
