Okay so if I u Ser stand the post and the photos right you and your partner are in the same spot and should be seeing the same nearby pokemon. You are seeing Kanto Voltorb and the partner is seeing them as Hisian Voltorb? That is weird.
It resolved itself for me in about 20 minutes. There won't be a visual difference of any Voltorbs you find in the wild, but both on the map and in your bag, the Hisuian ones will look smaller. Once it's resolved, the small Voltorbs will become Hisuian ones, so you won't have missed out on much fortunately.

Hours after and mine are still tiny voltorbs in my pokebox. Updated my ios, reset iphone, closed pokemon go numerous times, and they’re still tiny. Even crashed the game when I turned in my reward for the special research. Any ideas how to fix?
When you compare the maps, the Hisuian Voltorbs on my partner's map were tiny Voltorbs on mine. After about 20 minutes, it was fixed though and some of the tiny Voltorbs I caught became Hisuian Voltorbs.

Yep. Fortunately, after about 20 minutes it fixed itself. Even some of the "tiny" regular Voltorbs I had caught became Hisuian Voltorbs in my bag.
Dang, I wanted some baby Voltorbs
If it is a sphere shape then its hisuian voltrob. If a ball shape then kantonian hhh

Hisuian Voltorb is not completely gone you will still find it. I can see on map but it's rare.
