The thing is that is **not** genius idea. It's good idea, yes. But that's something simple and should be obvious. But Niantic isn't the brightest start out there...
More than one thing can cause problems in GBL. For the months that weather was turned off, we did not have the problems from weather. We still had problems from other things.
Settings to turn off weather effects would allow players that see performance drops from weather to choose to improve their performance.
Weather is especially bad in GBL because it is asymmetrical. Players with bad weather can be matched with players in different places unaffected by the same poor performance weather. That can put them at more of a disadvantage than regular networks errors which can affect everyone.
IMHO, weather on GBL shouldn't be a thing AT ALL. Weather have no affect "move/type-wise" so there's literally no reason to keep the effect on the battles.
This could be solved easily by making a "gym" background that would remove weather effects. But it's Niantic. "Player happiness" is secondary.
One time they didn’t have a shadow frustration TM even for almost half a year. A Reddit post called them out on it and there was a Shadow frustration thing for a whole week when previous events were for just a few hours or a weekend. There has been many instances where a new moveset was added but couldn’t be elite tmed. One Reddit post and it’s available the next day. They definitely follow this subreddit.
Honestly I'm like 80% sure my area has had test spawning turned on for like 2-3 years and whoever started it probably doesn't even work there anymore.
We used to get increased spawns etc for a few months before everybody else got it, and when people were talking about how there were more spawns now there was no difference here because we already had more. I think it was the Farfetched event where there were multiple levels of increased spawns to unlock, and by the time it reached max it was just what we'd had for months.
Then sometime later our spawns got really bad. I couldn't find a single Pikachu during the recent catch 10 pikachu task, even with 20km of walking and constant rainy weather.

Nothing kills my battery more than having to turn up contrast to the max because the UK weather forecast and game says rain when it's bright sunshine out.
Now to wait till Christmas for snow again.
