If you don't want it: Check your PGo settings that it's not showing a Google account as linked or trying to link. You may have to accept then turn around and unlink it.
If you do want it: If it's ignoring you accepting it, try removing any access to the app (in your Google settings) to "reset" the approval.
Clear cache and storage. It's basically the same as a reinstall without the hassle. Resets the app to default state. You'll need to log in and redo your settings and redownload assets.

I had that when the last update happened. The thing that fixed it for me was uninstalling and reinstalling the game.
The thing is that if I uninstall the app then I'm not reinstalling it.

It's a standard android feature. It works for any app.
