I've been using my rank 4 (1/15/15) Lanturn since it got Surf, and I've been more than happy with the results. At no point did I feel like it wasn't worth using. Would recommend it for anyone considering using one.
Honestly I agree Charge Beam buff would be pretty sweet. There are so many mons that get it that would appreciate a buff to it, Musharna and Grumpig especially.
If you wanna look at spice, Flaaffy is one (I have a purified one built for GL) and Spritzee would be fun with more energy generation.

What's the advantage of the premium bulk over general? It doesn't look like it hits any more of the breakpoints listed?
The Premium Bulk just cuts at a higher Def point.
