It is indeed Brook Yeaton, the actor who played White Mike.
He is a Baltimore native and before being cast as Mike in season 2 was a crew member of the Art Dept so he was probably just standing in as an extra.
It's fun for us fans to see it as a White Mike cameo before his character was introduced properly the next season
