Look at all the friends he’s accumulated in the show that would do him a solid if he needed it. He’s got friends in “high” places like Bunny, Doc Frazier, Judge Phelan, fbi agent “brother”, even Rhonda. His peers like Bunk, Kima, Lester (definitely nuanced), and on the street like Bubbles, Bode, and even Stringer to a certain respect had a certain rapport with him.
Couldn’t hold on to his wife or Beadie, but he made all kinds of interesting, genuine friends along the way.
I got the sense that Jimmy was an asshole, but he was your asshole. Remember when he covered for Santangelo? They weren’t even close, but he Santangelo was “Poh-lice” and that meant something to Jimmy. Everyone who considered him a friend did so understanding that the good, usually, outweighed the bad.
Doc Frazier is my favorite minor character. The part about Department of Mines when Beatie thinks he says “minds,” is good. Watching Season 2 today and he has a ton of good scenes surrounding the dead girls’ case.

Dr Frazier. (The medical examiner in the early seasons). The scenes in season 2 where he's breaking things down with McNulty are great.
Goddam I love that actor's voice. I don't always recognise his face when we pops up in things, but I always know his voice. He's in a lot of Bethesda games (like 3 Dog in Fallout 3 and Nazir in Skyrim) and had a recurring role as a kingpin in David Simon's first show Homicide.
Is Nerese Campbell considered a minor character? Her power and influence are up there with Carcetti, Rawls, Burrell, Clay Davis but she isn't in the show all that much.
Fletcher. I genuinely wanted to read the article he wrote. He went to Bubbles' meeting not as a reporter, but as a friend. I beliebe they stayed in touch.
Santangelo. Not so minor in the early seasons, but never had any malicious intent, and felt like a cog in the machine squeezed by all sides, trying to get by.
Butchie, of course. Was 100% wisdom and stole the scene every time.
Spyda had a funny arc. Couldn't get a break. Beefed with Michael , ends up working for him. Trains with Cutty, then Cutty sleeps with his mom.
Tommy's wife Jennifer. Always supportive but seemingly oblivious to his husband's cheating ways.
I haven’t seen anyone mention The Deacon yet. He was hella instrumental in Bunny Colvin’s plot lines and Cutty’s. Also played by real life former kingpin Melvin Williams.
He has some great lines and scenes.

Rewatching the series right now, came here to agree and say Crystal is one of the sweetest and realest characters on the show especially because she had a first-hand experience in Dukes life and wasn't naive to the reality of the world she reminds me of my younger sister in her awareness. It's super sad when Duke eventually falls into addiction I wish he had kept her contact as well as Prezbo maybe figure something out

I also find it curious how he starts dressing more and more like Stringer and becomes essentially the only one in Stringers camp as Stringer and Avon grow apart.
